    The rain tax will only affect 10 of the largest counties in the state, and the government hopes to raise $482 million a year from the tax to pay the $14.8 billion required by the EPA.
    Only government can make this kind of accounting "work"

    When it rains hard, the road fills up the ditch and floods my yard and three neighbor's yards. It has done this since the mid eighties, and gets worse everytime the road is repaved, also they added a culvert pipe under the road. Now the water can flood our properties from the other side too. Can we tax the government? BTW I have swales in my yard to catch the rain water, coming off my roof, they work very well.
