    No, really, if no US technology had been brought to Iraq you still would not even know whether you had oil down there. And even if you did - you could not get it out for use.

    There is no evidence that the wheel is solely an Arabic discovery.

    The Iraqi's could not on their own have developed a petroleum industry.

    They may have some shared claim to the oil but the oil is not "THEIRS".

    There is a sense in which the oil beneath Iraq is something like the air above.

    The land, however, is theirs.

    Petrol is not purely a fuel - it is also intellectual property.

    Diamonds in parts of Australia are not Australia's - they are the property De Beers.

    or Chinese tech or Russian tech
    then my oil will be their oil

    Not if you give them a contractual right to come over and set shop up in your country. If you let them do this then the oil is theirs. And if you try take those factories from them they will come and bomb you away from it - like Libya.

    to wheel or not wheel, that was not the question.

    To limit the ownership to historical transfer of technology, is just BS, the point is where do limit technology transfer.

    You have moved the goal posts, from transfer of technology to a contractual issues, not the same thing at all.
