Yes, lots of money, lots of duct jobs and other things that go beyond hvac systems such as spray foaming roof decks encapsulating crawl spaces, solving moisture issues ect ect ect, you can do the stuff in house or sub it out and be sort of like a GC over a lot of things or you can solely do testing and energy audits for a fee and let other contractors bid and perform the work you suggest. www.resnet.us is another credible iaq/auditing certification as well as www.bpi.org I'm a member of www.comfortinstitute.org which offers lots of training (sales and technical) for using the whole house approach to increase profits and fill the slow months with work.

    Check IAQA
The premise of ventilation is that the OA is clean or of sufficient quality to be used for dilution. Traditional ventilation is somewhat being threatened by the fact that the EPA is changing the requirements for outdoor air quality which is creating non-attainment zones in what is now becoming a significant portion of the country. That means that buildings in those areas will need to clean up the OA before they bring it into the building.
