Los Angeles not paying reward money

some people know the location of a criminal, so they call the criminal Los angeles government to report the information.

3 people are currently seeking part of the reward money for giving information about Michael Dorner's location.
most donors have already pulled their reward offers, they claim the reward was for arrest and conviction, but Dorner killed himself, so they don't want to pay.

last year, only 7 snitches out of 50 were paid reward money promised by Los Angeles and other involved agencies.
the year before, 6 out of 50.

With so few people getting paid reward money they must be wording their offers with loopholes they can jump through. The offers are more like advertising stunts.

Besides, how do they figure, or infer, that him being dead is not as good as him standing trial. Maybe those that offered the money were seeking to gain airtime/media profits to recoup their outlay. No trial, no profit, no pay.

Since the slime-bag donors won' t pay maybe The City should. Heck, they saved a million on the trial and incarceration. But The City places no value on saving money.
