Ductless Ceiling Mounted Air Deflector

Does ANYONE know anything about diverting air away form employees in an office building. I am a property manager for a building that has an LG Duct-Free HVAC system with ceiling cassettes. I am constantly getting tickets (especially now in the winter) for cold air (90F) blowing on employees. I cannot be the only one who encounters this problem. Is there some kind of deflector the diverts the air along the ceiling or something. I mean many employees have resorted to applying for reasonable accomodation to have wind screens put over their cubicles. You ought to see the place.
