    Honeywell red link

Anyone familiar with redlink mard8 vav.? I'm having problems with air leakage or bypassing damper blade in the 100% closed or "off zone" period. It's enough to overcool the space in a couple rooms of the house.
Are the mards designed and supposed to pass air even though off? or air they doing the doing the minimum 10%?
I'm not sure if that's their design or not.

There should be minimal air leakage when closed.
Is the stop for the minimum damper position on zero?
If more government is the answer, then it's a really stupid question.

There are no stoppers. This particular damper has only two setscrews the lock the shaft in.
There are these 45deg and 60deg pins that can be installed into the damper motor, optional purchase, but I don't know what they are for

It's odd though. I'm guessing possibly I may need to manually force shut the damper against the internal stop (foam stopper, seems like it stops the damper at its end position. And lock the blade position tighter against the foam, and lock the actuator down.
