    The neutral wire should be wrapped in black tape signalling that it isn't a neutral, the start cap is strapped to the run cap and the relay is strapped to the start cap. I'm guessing somebody didn't have screws or electrical tape.

    I was thinking somebody pulled 120 rope to it and thought it would work

    See this so much on the white wire never even think about white signaling neutral anymore. Crappy install with the "relay terminals pointing out" almost touching the door. But the potential relay was never even engaging.Name:  615.jpg

    The conduit is pulled loose from the fitting.

    Romex wire not rated to be in conduit to begin with.

    It clearly needs more zip ties, and a 90 shift in gravitational pull.
    If more government is the answer, then it's a really stupid question.
