Trane Voyager pkg heatpump, aux running and compressors not.

I have a trane 15 ton 2 stage package unit with reliatel control and when I come in to work in the mournings neither compressor is running but the auxillary heat is. They never attempt to come on until I manually reset the system and by that time it is probably more than 30 degrees outside as compared to when they are programmed to come on when it is 20 or 25 degrees. I am wondering if I should start troubleshooting whether or not it is low charge (r410) or whether I should start with the control circuits and should the lpc and hpc be wired in series or parellel, I would think Parellel with each contactor. This is a 2 stage heat pump (Voyager) .
