Is there a regulator in the line that could be acting up?

Is this the customers only unit?

    Anything else on their meter?

Only unit on that meter, no regulator up stream, voltage stay constant.
Talked to Lennox tech support and after a lot of talking, he thinks i have an inducer issue.
I'm heading back there tomorrow morning, i'll post any updates.

I would check the burner orifice for an obstruction, if the manifold pressure is fluctuating this much there has to be some sort of blockage in the burner. I am assuming you replaced the gas valve.

And you are certain that there is a steady pressure coming to the unit from the meter, right?

    You nailed it.
Orifice was partly blocked. It was burning fine but was making my vacuum in the burner box fluctuate, making my manifold pressure go crazy. Everything is great now.
    Thanks everyone for your ideas

Normally, when you have a partially blocked orifice, the flame will appear different than the other burner flames. Do you recall seeing any difference in the flame?
