More info needed: What brand/model "VAV" controller are you working with ? What kind of supervisory device is running them ?
I have several vav's that go into auto zero calibration at night and lock themselves "on" in hand. Tried to lock vav's "off" in hand. They do go off but won't lock in hand "off" instead go auto off. The next morning they agin they are locked in hand "on." The point or program that controls this says "Waiting" any ideas.

"Waiting" indicates that the program is being enabled/disabled from another program and does not continuously run.
As the DVC is a fully programmable controller, the issue could be a number of things that the programmer missed or did not account for.
More then likely the program calls the auto-calibration mode program and then stops it before the auto-calibration mode is turned off.
Contact your installing contractor.

The fix! Dropped program of problem VAV and replaced with working VAV program. Imputing critical info: duct size, cfm, sensor type, damper rotation, ect. Time consuming but works.
Time for my weekend. Whiskey in "hand". Preferably #Jameson
