You made sure that the fan is definitely running??
Maybe its turning only because the other fan is making it turn.

customer has a 24 foot and 12 foot open coolers side by side. the 12 foot has been having issues for last couple months. one call it was to warm. then month later to cold. problem now is approx half the coil is iced up. its the left side where the TXV feed the coil and it's beside the 24 foot. the 24 and the other 6 feet of the 12 foot are running fine. good airflow and temp. The iced side is of course warm and bad airflow due to the ice up. all fans are running. checked TXV and it seems fine.. system has off time defrost which I confirmed is working
this one seems wierd to me...if it was the TXV wouldn't the far end of the coil be warm cause it would be starving??
I'm thinking its the thermostat... I turn dial up and down and I can hear it click and see TXV feed... thermostat sensing bulb is near middle..My thought is the bulb has failed.
anyone else expience same or similar??

My first thought without knowing specifics, is you are low on charge. Verify proper charge.

No the fan/ fans are definitely running. I checked motors etc. they are definately operational. less than 5 year old hill pheniox systems. Roof top air cooled condensers. This 12 foot is on its own as is the 24 foot. They are all open as if its a 36 foot unit.
Low charge? Iced where it feeds but normal at the far end of the coil? Doesn't seem so to me as his system has been problematic for awhile
Does the 12 foot section have just one txv??

Without further technical details, that's my guess, too.

On the open case they some times have a motor on top t cause the curtain effect maybe that motor is no good?

A motor up top too? Really hey? Haven't seen that yet. Yes one TXV. I never looked at the sight glass when I was on the roof as I just opened the electrical panel.
Monday will have to get their staff to remove product and get the back panel off to check for another motor and see if any obstruction. dont think these have another motor. then also check if evidence of a leak starting from condenser.
Model of case would help.
High side , low side pressures would help.
More info needed.

SH & SC? Sounds either low charge, or txv not feeding.
That would have been the first thing i would of checked.
How many defrosts? For how long?

Off time defrost 6 times daily can't remember for how long. But it was fine for 3-4 years since installed new
What I read they want 6-8 SH at bulb. I will first check sight!
Yes low charge or tx problem now that I've read some info. And I now learned a tx was replaced in the case beside it last year. Coincidence?!
Last thing I would admit ..... is I forgot to check sight glass
