Installers got confused so they caped the fresh air on one of the concentrics and left both fresh air pipes halfway. The other concentric was simply cut in half and left open to the outside. Gas was ran to save a couple feet of material. Next thing you know the run cap bandit will show up.

Don't worry about the run cap bandit showing up, he is busy making a run through Wisconsin this week. I had to fix some of his handywork tuesday.
