    So what does his exactly mean doesn't really go into details.

    If it is vacated I would interpret that to mean the regional furnace standards won't happen. But I sure can't find anything anywhere to confirm that. We have to be careful bringing up the enemy magazine, but I found nothing on their site to confirm it or on DOE's site.
