Ronald Reagan gives us a word of advice in 1975:
Vacuum Technology:
CRUD = Contamination Resulting in Undesirable Deposits.
CRAPP = Contamination Resulting in Additional Partial Pressure.
Change your vacuum pump oil now.

Unless you take into account that in 1975 inflation was 10% and that now it is under 2%. If the government reduces its spending too much you end up taking your economy from a growing one into a shrinking one where no one will spend more than they need to which further reduces the economy. While the government does have to get its finances in order you can not ignore what it will do to the economy.

Sounds like someone was doing some gutting of their own pre clinton.
Sure...the clintmeister maybe made a few boo boos in what he cut here and there... but as far as the amounts he cut.... he cut no more than the Bush Sr. admin had projected needed to be cut.Let go of my cracker jacks, If you dont Im going to have to beat you....... now then hand my captain crunch back over to me this instant.....or else !!!

(Clause 1 – Power to tax and spend)
[The Congress shall have Power] To lay and collect Taxes, Duties, Imposts and Excises, to pay the Debts and provide for the common Defence and general Welfare of the United States; but all Duties, Imposts and Excises shall be uniform throughout the United States;
The President cannot fund or defund the Military, the only one who ever did this was Abraham Lincoln. Which was a clear abuse of power. Congress has never let that happen again.

Revenues increased during the Clinton presidency because of
1. The Dot Com boom of the 1990's, which crashed in 2000.
2. The Republican Contract with America, which held Congressional spending in check. If not for this, Clinton proposals would have increased welfare spending.
