I am serious, just being practical. I suggest a warehouse tempered with heat and cooling between 50 and 90, tolerable. Free soup. No need to sort out the reasons for folks being here, no overhead of government monkeys trying to make decisions. Basically, no red tape at all.
Anyone could wander in. It could be some kid from the country who just fell off the turnip truck, it could be a miserly millionaire wanting a free crappy bowl of soup, it could be an elderly, it could be a handicapped, it could be a drug addict or drunk, it could be a mentally deranged person, it could be an illegal alien, or it could be a family unemployed and repossessed.
I couldn't care less. I don't want anyone to be exposed to extreme weather and hunger. I suggest a free center for everyone.
Of course that includes an agreement for no other welfare benefits. Zero. No cheap rent, no utility help, no food stamps, no obamaphones, no social-security disability riders, but plenty of free sand to pound if they do not like the soup.I draw all my schematics in crayon now. If they cannot always be correct, they can at least be colorful.

I can understand the idea of putting a roof over folks head and provide basic food... we all have a sense of charity within us. However:
We also have a sizable slice of the population who have this idea they have a RIGHT to a free ride at someone else's expense.

I would not try. Just give a warm free bean soup and let them continue their meaningless existence. It is a government thing, keep it simple. Honestly, I don't really care about everyone's mental deficiencies. F them and the horse they rode in on. If they have social problems, they can work them out, or not work them out I do not care. I do not care. If someone has a drug and/or alcohol problem I do not care. If they have money problems, the government does not really need to be poking their nose in. There are many problems in the world, and many things I do not care about. I don't care, and neither do I think it is the responsibility of the federal government or my tax dollars to care or try to fix these things.
SSoup and shelter. Free sand to pound if that seems not enough charity.
If they do not like it, screw what those dead-beat parasites on our society thinks.
If they wreck our economy, we are going to end up in the same basic situation sooner or later anyway. They should take the soup and shelter.

I understand your view Tool... however:
As long as there are masses who are hungry... there is political power by rallying (fooling) them.
The only really FREE society is one where folks HAVE TO take care of themselves or suffer the consequences for that choice.GA-HVAC-Tech

You are correct. If our elected officials, who all most likely make more money than any of us do, continue to refuse to do their jobs and the bottom falls out of the federal budget, there simply will not be enough money to continue all of the socialist programs that are wasting hundreds of billions of taxpayers dollars each year.

Thought in the line of Tool's concept a number of years ago. Might have to be a bit more than just a warehouse. First off you need some kind of security for the people there. If they are not safe there is little point in them being there. Say a woman realizes that she has to get herself and her kids away from her husband/boyfriend. What is keeping the guy from showing up and causing trouble? Gangs know kids in shelters are ripe pickings as recruits. Not to mention the clientele that have mental or addiction problems and can be a danger to others.
The low cost nature of the solution is enticing, but it might not be a bad thing to combine health and a training aspect to it. Not as a prerequisite of using the service but rather giving people there a way of getting out of their situation. The problem with many people that are lost is they do not know how to get out of the situation they are in. Health problems can run rampant in the people in refugee camp kind of conditions. Will there be the option of washing your clothes? Will there be a place to store your stuff that you can walk away from while you tend to business?
