Billions will go to the U.N. under the guise of "Global Warming". Billions more will go towards political paybacks (Ala Solyndra et. al......cronie capitalism) and billions more will be used to pay for new IRS agents and training/ brainwashing and graduating the new brown shirt militia youth and paying for socialist propaganda commercials via the Add Council.
Oh, and probably a few million for condoms for Sandra Fluck.
