should be a negative gas pressure I believe, I've had a lot of issues with dirt with those heaters, had a pair next to a commercial clothes drier and would always takeout the igniters

Out of gas? That said I have no idea what you are working on. Negative gas pressure? Huh?

I like your manometer though. I have a similar one.

New mod con boilers will show a negetive out of the gas valve.

Remember those rooftops, where the inducer didn't suck THROUGH the hx, but pushed? Same thing on new mod cons.

The gas/air mix in the inducer. So it goes Valve, air, inducer, hx.

    Sooted hx?
Which makes more sense to you?
CONSERVATION - turning your thermostat back and being uncomfortable. Maybe saving 5-10%
ENERGY EFFICIENCY - leaving your thermostat where everyone is comfortable. Saving 30-70%

DO THE NUMBERS! Step on a HOMESCALE.
What is comfort? Well, it AIN'T just TEMPERATURE!

Energy Obese? An audit is the next step - go to BPI.org, or RESNET, and find an auditor near you.
