    Radiant floor is a good choice. Are you redoing the flooring during the remodel? If so you could have those in floor electric heat pads installed under the floor like mike Holmes always puts in under tile. That stuff looks pretty cheap so it may be a good choice then you could leave the baseboards there for supplemental heat. Just an idea I'm throwing out there.

    you could put some electric baseboard in the basement to keep it tempered as well. I do this in my ski house using oil filled electric baseboard.
