    Something I am sure our close neighbors in North Dakota and maybe other northern states do is give windchill warnings. While the cold can be nasty, combine that with wind it can be deadly. Last January,

    -48 to -54.........Very High risk: exposed skin can freeze in 2 to 5 minutes

    -55 and colder....Extremely High risk: exposed skin can freeze in less than 2 minutes . DANGER! Outdoor conditions are hazardous.

    Used to work on a flight line at minus 30 degrees helping B52's get in the air. Our combat boots could and would freeze on the runway if we didn't watch outselves.
