Wiring looks ok from the pic, but without a diagram...and you replaced the sequencer, watched it cycle off.
Ohm the sequencer, check no/nc. Ohm the wires as well. Sounds like something is keeping the signal when it shouldn't. Double check 24v.

Next time you go back to that apartment. Set the thermostat to 77 and see how many hours it has to run. Good chance at night time its not able to reach 77, or just takes hours on end to do so.

That sequencer is heat activated, it has a heater that heats up to turn the unt on and has to cool down to shut off. Is the control box getting to hot after running for hours to get it to 77 that it can't cool down enough to shut off?

screw it...just replace the whole unit....geeeeez.
seems like the sequencer is staying heated, not allowing the heaters to shutoff. i also believe if the sequencer closes it brings on the fan. am i correct?
this would explain it. try using a 40amp resistive load contactor to replace the sequencer

Clean the evap coil!
Because the evap coil is clogged, the electrical compartment is getting very hot and heating the heat sequencer. Since sequencer relies on 24 volt W signal to heat the 24 volt coil to intiate the sequence timer it closes the circuit to the elements, but the compartment heat is heating the 24 coil instead. Now you have a runaway heat situation.
You will only see this if you put a remote temperature probe inside the contron compartment and reinstall all covers.
