    Is the DTS working? Your CPR may be toast but it may be only a symptom. If DTS is stuck and not terminating defrost on temp the htrs will stay on till temp limit trips making for a hot evap then when timer times out the fans will come on. Hot evap+fans=super load. CPR may just be screaming for help. Just a thought.
