It has a diverter inside but it is not a listed rain cap for that B-vent. No storm collar either so they should be getting water damage. Flashing improperly installed-not tucked up under shingles for first half nor nailed down. Low pitch roof problematic anyway. With the roof flashing lying on top of the roof, I'd lift it to see if they cut away combustibles sufficiently for clearance. Without that flashing secured, the pipe could tilt and touch combustibles.
