I ran into a Eurocave wine chiller today. Inside of the chiller on the back panel is icing up...Everything checks out fine....What do I look for?

Is there any refrigerator which is able to freeze stuffs without power ?
I mean It can get power for one time and its at the first .
Then it will run by recycling the power of heat .
Or it will be able to run by low power .

Refrigerators are not meant to be used as freezers.
There is no perpetual motion freezer.

You mean an absorption system?
RV fridges use electricity to power a heater element or burn propane as a heat source to heat the chemicals that gets the refrigerating process underway by means of evaporation and condensation.
IF that is what you meant. Maybe you are looking for a cordless sixpack cooler, it's kinda hard to determine...
