Reach in freezer is cooling like a refrigerator
Working on a shipboard galley reach in freezer, it is a 134a system with 18oz of refrigerant. The system is not over or under charged but the compressor runs constantly and the temp inside the box will not go below 44 degrees. I usually work on larger freezers and chillers but this small freezer is giving me the blues any help or ideas? The TXV is non adjustable.

From here, I can take your word for the fact that it is broken.
Without some technical data and some operating data, that's where it ends.

Check amp draw against RLA if it has a silver door and check both pressures if it has a white door. Or is it the other way around?
If it's a different color door than that then more info is needed.
