Those drains are so bad he is lucky the RTU didn't flood and have water damage in the office below.
I have seen a RTU running while they where sanding drywall block up the filter and freeze up the RTU and run all Weekend and flood inside the office and cause 10,000$ in damage.
So is that a Real code that it can not be on the roof ?
why not just run the drain over to the gutter?
Somewhere in that building a sink is not draining properly. They'll call a plumber and he'll find that crap drain line and then it will be draining onto the roof.

Even though it looks like crap, and against code, the end of the drain is lower than the units, so technically you have a trap! At least from the camera angle it looks that way.
