Alarm Text Messaging setup to Cell Phone or email using Trane Tracer Summit V17

I just acquired a new site that has Trane Tracer Summit v17. The current building operator does not receive any alarms and does not know when something is in alarm until he goes to his workstation and see's the ALARM flashing. I would like some assistance as to how to set up point alarming as text to a cell phone or via email. I would then like to place the point in alarm and then test the alarm to my cell phone.
