    you need to make a few phone calls, and ask for a company with qualified service technicians.
    it may very well be that you need to replace the equipment to get a cost effective repair, but you want to KNOW what is causing the problem.
    however, from what you've described to me, you have a leaking system that has low pressure safeties locking out the system after it leaks out the refrigerant charge. so you need either a new system properly installed, or you need all leaking components repaired or replaced...
    The TRUE highest cost system is the system not installed properly...

    Sounds like you need a leak check done if they still have to add refrigerant every year. model number of outdoor unit would also help.

    All set

    New technician came out, checked for leak and found levels to be ok, checked and fixed something electrical system and now works again. Thanks everyone.
