How is the proper way to clean those on a typical "check & clean". Of course I'm Only supposed to spend about 30 minutes at the job unless more time is needed.

I always took off the two ends of a Trane condenser and with a water hose only, cleaned the two ends and just sprayed up the louvers for the other two sides. It got the coil clean enough to work sufficiently.As iron sharpens iron so one man sharpens another Proverbs 27:17 NIV84
