Please describe the problem.
You cannot "turn on" a York purge. Setting the "number" to 30 is a setting to show an alarm if the purge count reaches 30 in one hour (after the first hour of chiller runtime). A York turboguard purge works only when the chiller is running.
Is this a single line panel?

Air is not the only thing that can cause surging.

The purge pump has to be working when the chiller is in operation, when you start it check the purge pressure max. 90 psia. and then purges.
