Wouldn't you think someone would have thought to remove the stairs before the ceiling was put up.

Hah, probably would been quicker to cut the stairs, instead of making the cuts for the drywall.

Unlikely but maybe they had to do it to get there CO and they plan on opening it up after.

Might not be shopped. My middle school had "stairs to nowhere" like these. They had been capped years ago for fire safety reasons, and are now storage. (I personally saw these, not a legend.)

The old Macy's building in Newark NJ has escalators that look like these stairs. The building is now offices and telecom locations. The sub basements though are the old sales floor. You can still see the displays, counters, etc.
Every customer you take for granted today will be someone else's tomorrow.
