The caps could eventually evolve to something sinister like locking out other service providers from being able to readily service your unit.

The no-vent caps and keys are readily available on ebay. According to the local RHEEM dealer they are code on all new installs around here, even on theirs where you have to open the cover to get to the valves.

just ran into this three times last week, the funny thing is two of them are from the church i go to and there happens to be a drug rehab next door

The would be thief would just pop a hole in the line with a nail and rock and find a way to inflate a balloon or a trash bag off that which leads to a greater damage.
I think that's pointless. It doesn't prevent the greater issue, which is the theft of the unit for scrap.
