    In summer, our basement, where the gas condensing furnace is located, is about 15F cooler than the main floor. There is 1 return duct in the basement and 2 on the main. Would it be possible to cool the main floor by blocking the 2 main floor returns and recycling the cool basement air?

    You can pump as much cool air into the first floor as you want, but untill you actually remove the warm air and blow it across the coil you won't be comfortable. Try turning the fan switch at your thermostat to the "on" position instead of "auto". It will constantly circulate the air keeping it more uniform throughout the house. Not to mention use less energy. Amp draw from starting and stopping is what you get charged for.
