Need help asap, dogs are to hot

Came home, could here the compressor making different (louder) noise. House is very hot. Immediately turned off the air conditioning. Checked breakers no trips. Opened up the TWE049E13FB1, checked breakers there, no trips, coil is all iced up. Called for fan only, fan motor jogs back and fourth 1/2 to 1" each way for about twenty seconds, stops for five seconds then starts again. Can someone please give an idea, my dogs are not taking this heat well.

Call for emergency service and expect to pay overtime rates.
    We can't help you.

I think that particular model has a 5 year parts warranty but you will have to pay all labor which will include OT rates.

10 year parts warranty if he has an XLi outdoor unit.
If more government is the answer, then it's a really stupid question.
