Disconnect location isn't important
Saw this on a walk-in service call. Went to turn off the disconnect and found this.

Maybe they wanted to make sure it didnt fly open.

They should also build an air-tight decorative cover over the condenser

Absolutely. If it doesnt match the roof, it wont run as well.
