Starting from something like 85/80 (F/RH) with a target of 77/55 what is going to be the most efficient way to get there?

Normal cooling, or a reduced speed dehumidify mode?

Normal will get the temperatue there faster, but the humidity may still be above the setpoint.

Dehumidify mode will have a better chance of both getting there at the same time.If the dehumidify mode meets the RH setpoint before the temperature setpoint, then it would return to normal to meet the temperature setpoint,on most/many control systems.

Infinity would start at 80% of 350 cfms per ton, then when the RH is within "X" of setpoint, and temp. is still "X" away from setpoint ,it would go to 400 cfms per ton even though it is set in the control for 350 cfms per ton.One very smart control,IMHO!

I understand what happens, what I am curious about is which uses less power.

Maybe Nina and Ted can answer that.

just a back-of-the-envelope calculation but likely full throttle (ie. no adjustment for CFM reduction by ECM blower) would work quickly (blower motor uses less than 100w power on VS models) to drop temp, turn unit off.

that alone may result in cost efficiency but at a cost in comfort as humidity may remain high. the difference to these types of schemes can be calculated but each setup is unique to the installation conditions and the user experience. using a TED unit will in fact give you very detailed information but you must then change the condition and reset the logger and recompute. you'll likely find that where you are most comfortable is not the best cost efficient method/setting but the difference in cost is what may be called minimal.

Blower motors on VS ,could use less then 100 watts ,IF the ESP was low enough, only found one or two homes, in Florida .

Which is the more efficient way to get there?

I'say you'll need dehum. cfms to get there in any reasonable time ,at the condtions stated, unless the outdoor design is 85°F.
