    EPA legal requirements for MVAC 134a service? cars autos motor vehicle

    What are the specifics on EPA regulations on what requires license for MVAC work?

    EPA says "Section 609 covers technician certification in the motor vehicle sector only. Note, that while certification is required in order to service motor vehicle air-conditioners, certification is not required to purchase R-134a."

    So, is my understanding correct that; if the kids at Jiffy-Lube without EPA 609 certificate touches your A/C system, the business is in a violation of clean-air act for not requiring its techs to be certified?

    If the aforementioned is the legal requirement, what about the DIY kits clearly intended to be sold to the public and instructions that do not say a word about 609 certs? Is this kind of like the difference between using a blender at work vs home where OSHA requires one to be 18+ to use it at work?

    I assuming that EPA 609 only covers workers and not DIY'ers?
