If you're easily making 55 f water...why no water side economizer? Agree with low CW temps at low CHW load as a way to potentially reduce stall on a vsd chiller. Typically CW set point is reset on ambient wet bulb offset with an equipment minimum inlet low limit. Plant optimizing controllers do similar but fancier things.
OP never responded if the chiller has a variable speed compressor.

Because the days we can make 55℉ are few and far in between. Kind of like a 90℉ day here. Doesn't happen that often. The site to which I was referring was a validated site and they needed to run 45℉ chilled water all the time. The heat exchanger wouldn't do that.

Just saw your location. Yeah not much opportunity for 45F CW in SoCal, maybe the high desert or inland, but definitely not the coast. Given nighttime swings, I'd expect there's a lot of thermal storage out your way tho.
