Having an oil heater doesn't get a "free pass" IMO. We megger all chiller motors annually. We also take oil samples. Moisture is not the only thing that can cause problems with motor windings. Not sure about the SSS starter comment. No damage would be done to the SSS I worked on if the motor was meggered with the leads attached.
