The additional smilies page works OK for me.
It's possible there's a browser add-on or security program (like McAffee) preventing them from working on your PC. Try turning off or disabling stuff until you find the culprit.
suddenly unable to use the smilies.
click on them, opens another window with them, but cursor is no longer in the thread so clicking on the smilie does nothing.
sometimes clicking on the smilie to the right of the thread box loads it to the thread normally.

Still unable to use anything other than the smilies from the main menu drop down box.
Had GeekSquad try to fix it via my computer and could not.
He also created a new user and could not get it to function on his end either. He did not give me anything other than maybe a Flash issue.
I am able to use them on my Android device, though.

Sounds like an over-zealous AV/malware program being too restrictive. Kinda tuff to decide which things to let through and which ones to restrict.

One more thing to consider:
Sometimes updates to Windows and routines in Windows (as found by going to Windows Update) affect these things.
I had an issue with a program I run; found the .NET framwork updates were necessary to make the program run. Having said this... there are issues with .NET that 'can' cause other computer issues.
A potential solution might be to have a geek wipe your hard drive and rebuild the entire operating system. Be VERY careful to save everything AND make out a map of all the stuff you want re-loaded. This is a more complicated process than it sounds like.
I have a buddy who is a Geek... he keeps my cyber boxes running.
