Yeah, as long as the PVC is above ~50*F and/or you aren't cutting too close to the end...

The Rothenberger version works better.

Wheeler Rex Corp. Makes a big close quarters tubing cutter. Wheeler Rex model # 4991 cuts copper or PVC tubing from 1/4 in. to 2 3/8 in.

For PVC, you can use a cable saw in tight. For copper, you can always saw it.
