Looks like a pergrine falcon nest they have set up in downtown Chicago. It looks like there's a camera pointed at it. They let the falcons' nest on their own, but when they find one injured or abandoned, they put them in a man made nest, where they reach in from the back and feed it with a fake Mom falcon, so they don't get imprinted on humans and they can then survive on their own.

You talkin' about the metal box that looks like it has a flap on the back or the white spaceship looking thing? The spaceship lookin' thing seems to be one of those pvc intake/exhaust caps.
