Trane does not use a dedicated flame sensor on there modern package heating units. The Hot surface ignition also provides flame rectification.
Are you looking for basic info or something specific. It sounds like you are looking for VAV terminal info.
Duct static pressure is way to low. You should have around 1.5 inch W.C. especially for troubleshooting.
Verify your static pressure pick up tube location and that it is reading correctly.
Technically you should not see a difference in CFM. But you also need to be sure that the linkage is set correctly which most likely it is.

what type of noise is it. Vibration, air flow turbulence, etc.
