Sounds like it may be cycling on limit switch and not stat. Get the professional back out. Explain it is never reaching set temperature. It may operate different but it should reach 70 degrees.

I agree maybe a little too much dope, and yes shoulda recut for a solid piece. But all in all i think it looks good. Lord knows the crap i have seen.
