Is this a Copeland semi-hermetic compressor? If so it is from the 60's with that part number 90-150. The current compressor number is an EAB?-015A-??? which is a MT12 or LT502 compressor.

After a few years the liquid line will leak due to it rubbing together. I repaired quite a few of these in the 80's in Atlanta.
Ah, it uses the "Moduload" type unloader. It unloads based on compression ratio. It will be easier for you to understand if you read the AE bulletin from Copeland.

I doubt there is no water regulating vlaves, unless someone screwed up. It's not about EWT, it's about head pressure.
