When we pick up a an Air Handler from our distributor the guys in the warehouse literally cut an access hole in the box and put the sticker on.

Alot of it is really common sense. The basic idea is how the hell are you going to get in there to get those ducts cleaned and santized.
I also work for a disaster relief company and back in July...
pump it down while you do your trim out or something else.
See if it will pump down to 200 microns or so. Close valves and hold under 500 microns for 1 minute....minimum.
