New comm. module would not hurt anything. Electronic components change values as they get older. Could also be the XL50. Do you have any external I/O connected to this module?
First thing I usually do is cycle power. Has this controller ever worked? Have you tried loading the program into it? Does the firmware match the CARE rev number?
Take a look at Kele and a product called a PIL module. Allows any DDC panel to be used with these with only one output. Worked great the many times I have used it.
