There are a lot of possibilities why your system is not working.

How many return grills do you have. Check if it is obstructed.

Go smaller. When it's -2 deg F outside the thermostat might not satisfy the setpoint at 72 deg F but will continue to run with a room temperature of 68 or 70 deg F which is still a comfortable zone....

Turn the disconnect OFF or turn the thermostat OFF to prevent damage to the compressor if it still good. It sounds like a bad condenser fan.
