inline duct booster fans are a bandaid for another problem.
someone needs to determine the problem with the ducts
& decide upon a solution.

my climate is hot humid, and we have no
basements here...so I've refrained from posting
leaving it to the folks with experience with your
climate & basements.
so after 14 years you now have a house to challenge your knowledge.

you could put a stand alone dehumidifier located centrally to dehumidify.
if this allows you to set temp higher on tstat & still be comfortable...
look at a whole house dehumidifier.
how far below 70 degrees to you want to keep the house?
leave in place until your roof needs replacing then whirlybirds.
assuming that you don't have soffit & ridge vents.
if you do have adequate soffit & ridge you don't need whirlybirds.
lines that run up to attic are refrigerant lines
it would be the same for heat pump.
condensing unit would replace condensing unit outside
(heat pump replacing a/c)
heating system & coil in...
if other trades have been in attic, they may have knocked
ducts lose, off or crushed them. who knows?

sounds to me like something came lose in the attic.
could be ductwork..but could be plenum.
3 tons is a lot for 1600 sq ft.
so where will you locate the other return?
wall with elec outlet or the wall with cable & outlet?
