Every manual I have seen in the last 40 years says "energize cch for 24 hours prior to start up"

You mentioned VVT. That means there is a bypass damper somewhere. If the new rtu is on a vav then that damper needs to be closed.
I had this happen about 6 or 7 years ago. carrier gave us a dampener kit. basically weights strapped onto pipes. I thought it was hoakey but it worked. I can't believe they haven't resolved this...

the old non-switching sub base with humidistat trick. this was pretty common along time ago. humidity gets too high it brings on ac. space gets too cold the heat runs. energy used to be cheap.

i would use a torch wrench to help getting that old pipe out.
tell them you need 12 hours. dump it, repair it and fill it. you will spend more time venting it than doing the repair. no need to freeze pipe on a small system. just make sure you have everything...
