I wouldn't be as worried about the L wire missing...
I wouldn't be as worried about the L wire missing as the Y2 wire missing. If that unit is a 2 stage unit.

I assumed he was using a equivalent f2rp air handler. I didn't see it in there either. Anyhow I wouldn't throw the equipment under the buss. Its prob lack of airflow like was mentioned earlier.
